Stedman Brainerd Phillipson Professor of Chemistry University of Denver Denver, CO 80208 (303) 871-2580 (303) 871-2587 FAX Abstract: Infra-red and ultraviolet light beams are transmitted across a single lane of roadway (typically a freeway ramp) about a foot off the ground. On the other side of the ramp a detector system analyses the readings and thus determines the exhaust pollutants, including taking a freeze-frame video picture of the vehicle license plate for make/model year identification. The system operates in under one second per vehicle, thus obtaining 10,000 to 20,000 emissions readings per day. The results of these measurements can be used to evaluate the effectiveness of motor vehicle control programs including catalysts, oxygenated fuels and emission testing mandates. Catalysts and the associated emissions control technology have been even more effective than predicted, while most other programs have been much less effective. The SMART SIGN at the exit from I-25 to Speer Blvd. has been operated for over a year, has provided more then three million readings and has apparently resulted in more than 4,000 voluntary repairs. These and other recent results will be described.
